Common procedures, the office that handles them, and what to bring. This is practical orientation, not legal advice: for a dispute, an arrest or a deadline, consult a qualified Moroccan lawyer.
I need a birth certificate or another civil-status document
What to do
- Civil-status records are kept by the office where the event was registered. If you were born or married in Sidi Bernoussi, that is the arrondissement.
- Many extracts can be ordered online on Watiqa and delivered.
What to bring
- Your CNIE (national ID card)
- Your family book (livret de famille) or the record reference if you have it
- For someone else: proof of your relationship or a signed authorisation
I need a signature legalised or a copy certified
What to do
- Go to the arrondissement's legalisation counter with the original document.
- You sign in front of the officer; do not sign beforehand.
What to bring
- The original document and copies
- Your CNIE
I need to report a theft, an assault or another offence
What to do
- In danger: call 19 (or 112 from a mobile).
- Otherwise go to the police station covering the place where it happened and ask to file a complaint (plainte / شكاية). Ask for a reference number.
- You can also write directly to the public prosecutor at the competent court.
What to bring
- Your CNIE
- Any evidence: photos, messages, names of witnesses, medical certificate if injured
- For a stolen phone, the IMEI number from the box or invoice
I received a summons or have a case in court
What to do
- Read the court name and file number exactly as written. Eastern Casablanca matters are often at Aïn Sebaâ, but check your paper.
- Track the file and hearing dates on the Ministry of Justice e-services.
- Deadlines to appeal or respond are short and strict. For anything contested, see a lawyer quickly.
What to bring
- The summons or judgment
- Your CNIE
- All documents relating to the case
I have a problem at work, or I am looking for a job
What to do
- Unpaid wages, dismissal, no contract or no CNSS declaration: go to the labour inspection for Casa Bernoussi-Zenata. It can call a conciliation meeting with your employer.
- Check your CNSS contributions online.
- Job search and training: register with ANAPEC; young people can also ask at CFF Sidi Bernoussi.
What to bring
- Contract, pay slips, bank statements showing salary
- Written messages from the employer
- Your CNSS number
I need public health care or health insurance
What to do
- Emergency: 15 or 141.
- Routine care starts at your neighbourhood health centre; the prefecture health delegation can tell you which one.
- Health insurance (AMO) is managed by CNSS for most residents. Check your rights before a planned hospital stay.
What to bring
- CNIE
- CNSS / AMO card or number
- Previous prescriptions and results
I want to complain about a public service
What to do
- Local problems (rubbish, lighting, roads): the arrondissement's complaints service first.
- Any public administration: file on Chikaya, the national portal. You get a tracking number.
- Keep it short and factual: what, where, when, what you already tried.
What to bring
- Photos or documents that show the problem
- Dates and names of any earlier contact
I want to build, renovate or open a business
What to do
- Building and business authorisations go through the Rokhas platform.
- Check the zoning of your plot first: the new urban plan for the area was still awaiting approval in 2025.
What to bring
- Title deed or lease
- Plans by an architect where required
- CNIE or company documents
I am looking for activities for a young person
What to do
- Dar Chabab Sidi Bernoussi and the Maison des Jeunes Al Qods host clubs and associations.
- Call ahead to ask about age groups, registration and schedules.
What to bring
- Child's birth certificate or ID
- Parent's CNIE
Someone needs social support: violence, disability, old age, a child at risk
What to do
- The INDH centres in Sidi Bernoussi receive women and girls in difficulty, people with disabilities and older persons.
- For a child at immediate risk, call 19.
- Associations such as Bayti and Dar Al Atfal work with children and families.
What to bring
- Any documents you have, but do not wait for paperwork to ask for help
Procedures and required documents change. Each office has the final word. If a step here is out of date, please tell us.
